Global Financial Integrity and the AUABC Sign MoU to Strengthen the Fight against Corruption and Illicit Financial Flows

Global Financial Integrity (GFI) and the African Union Advisory Board against Corruption (AUABC) are pleased to announce the signing of a Memorandum of Understanding (MoU) on Thursday, June 4, 2026, establishing a framework for cooperation in the fight against corruption and illicit financial flows (IFFs) across the African continent.

The MoU formalizes a partnership between the two institutions and reflects their shared commitment to promoting transparency, accountability, and good financial governance. Subject to the provisions of the MoU and the provisions of the Parties’ constitutive instruments, policies, and procedures, GFI and the AUABC will cooperate in areas of mutual interest, including:

  • Joint research and analysis on corruption, illicit financial flows, and related financial crimes affecting African Union Member States;
  • Capacity building and technical assistance for national anti-corruption institutions and policymakers;
  • Data and knowledge sharing to inform evidence-based policy development;
  • Joint advocacy in support of the African Union Convention on Preventing and Combating Corruption and related continental and global frameworks; and
  • Convening dialogues, workshops, and conferences that advance the shared objectives of both institutions.

“This Memorandum of Understanding marks an important milestone in our collective effort to confront corruption and illicit financial flows, which continue to drain Africa of resources urgently needed for development,” said Philip Nyakundi, Policy Director. “By combining GFI’s research and analytical expertise with the AUABC’s continental mandate and convening power, we are better positioned to deliver practical, evidence-based solutions that strengthen institutions, protect public resources, and serve the citizens of Africa. We look forward to a productive and impactful partnership.”

The partnership comes at a critical moment, as African countries intensify efforts to curb the loss of resources to illicit financial flows — losses that undermine domestic resource mobilization, public service delivery, and the achievement of the African Union’s Agenda 2063 and the Sustainable Development Goals.

Both Parties have committed to developing joint work plans to operationalize the MoU and will announce specific initiatives under the partnership in due course.

The African Union Advisory Board against Corruption, headquartered in Arusha, Tanzania, is the African Union body established under Article 22 of the African Union Convention on Preventing and Combating Corruption. The Board is mandated to promote and encourage the adoption of anti-corruption measures on the continent, collect and document information on corruption, and advise AU Member States on the implementation of the Convention.
